You can build a wall on clean stone, ONLY if you can drain water away to a LOWER grade. If your at grade, you must use solid fill up until grade, then place your pipe. (Otherwise you leave the base saturated, and eventually causing settling and/or failure) I personally don't like using clean stone for any base preparation.
